As part of the achievement of the objective of complete cleanliness of the City of KUMBA, for the years 2024 to 2028, the Mayor of the City of KUMBA, Project Owner, is launching on behalf of his City, an Open International Invitation to Tender for the collection and transport of household waste, the . sweeping and cleaning of streets, public places, bus stations and markets, the operation of the waste treatment centre in the town of KUMBA, MEME DIVISION in the SOUTH-WEST Region.
The main objective of the services is the collection of household waste and urban solid waste in the city of KUMBA for the integral cleanliness of the city.
The services consist of:
-the placement of garbage bins in appropriate areas and their emptying;
- The installation of waste paper baskets in squares and public gardens as well as their
emptying;
- The collection of household waste;
- The transport of household waste and other waste to the landfill;
- The sweeping and cleaning of streets, public squares, bus stations and markets;
-Cleaning of a further distance of 5m from the edge of the gutter
-Instillation of Weighing stations at the dumb sites
- the development of shelters and collection points, provision of high density plastic
bins
- Operation of the Membanda Waste Treatment Center;
- Recycling and treatment of waste
-all other constraints necessary for a good level of cleanliness of the city

The services thus defined are not divided into lots.
Participation is open to companies and/or groups of companies under Cameroonian or foreign law, operating as much as possible in the household waste management sector.
The services of this call for tenders are financed by the budget of the State of Cameroon and the KUMBA City Council for the Fiscal Years 2024 to 2028.

The overall period of execution of this contract is 5 years from 2024 to 2028.

12) 14- Evaluation criteria
14.1 Elimination criteria
The eliminating criteria are as follows:
- Absence of the bid bond;
- Absence or non-conformity of a document in the administrative file after the additional 48 hours to be granted, if applicable;
- Falsified document(s) or false statement(s);
- Absence of a declaration of honor stating that the market has not been abandoned for the
past three years and that it is absent from the list of failing companies established by MINMAP;
- Technical score less than 24 "yes" out of 27;
Under penalty of rejection, the bid bond and the bidder's bank domiciliation certificate must imperatively be produced in originals, the other documents in originals or in certified copies. These Administrative justifications must date from less than three (03) months and comply with the models.
14.2 Essential criteria
The criteria relating to the qualification of the candidates will be indicative of:
- Presentation 02 marks
- References of the company in the similar domains 03 marks
- Methodology 04 marks
- Experience of the main technical management staff 05 marks
- Turnover and Solvability 02 marks
- F. Equipment 11 marks
Only tenderers having obtained at least 24 "yes" out of 27 to the technical evaluation will be put to the analysis of the financial offer.
NB: the evaluation of the essential criteria and sub-criteria is binary, with validation thresholds attached to it. And to take into account the relative importance of the various criteria or sub-criteria, a weighting is carried out in the event of a positive (yes) or negative (no) evaluation
In case of quality-cost selection The Project Owner will award the contract to the tenderer whose tender has been recognized as essentially compliant with the Tender's Fite and who has the technical and financial capacities required to perform satisfactorily and whose offer has been evaluated as the lowest price, including, where applicable, the discounts offered
Tenderers remain committed to their offer for 90 days from the deadline set for the submission of tenders.
