The purpose of this call for tenders is THE CONTROL OF THE EXECUTION OF MAINTENANCE WORKS ON THE PAUL BIYA BOULEVARD SECTION IN THE COMMUNE OF PETE BANDJOUN IN THE DEPARTMENT OF KOUNG-KHI - WEST REGION , for a period until the end of the execution of the works for each phase.

The services include technical, geotechnical, topographic and environmental control of the maintenance work on the section of road of Boulevard Paul Biya in the commune of Pete Bandjoun, in the Department of Koung-Khi in the Western Region.

The contracting party must:

·      Monitor and control the work:

·      To submit to the Head of the Market Department for signature the service orders necessary for the proper execution of the work;

·      Ensure quality assurance and the application of environmental protection measures;

·      Ensure the establishment of geotechnical studies, topographic studies , the Execution Project, Calculation Notes, and the As-Built Plan.

The contractor's services are defined in more detail in the Terms of Reference.

The estimated cost, including all taxes, of all the works planned in this National Open Tender is Twenty-four million CFA francs (24,000,000 CFA francs). Divided into three phases: 7,000,000 (Fiscal Year 2026), 8,000,000 (Fiscal Year 2027 ), and finally 9,000,000 (Fiscal Year 2028).

The call for tenders concerns the single control lot 

Participation is open on equal terms to Technical Design Offices or Groups of Technical Design Offices , under Cameroonian law, established in Cameroon and operating in the field of Building and Public Works

The services covered by this Invitation to Tender are financed from the Budget of the Ministry of Public Works (Road Fund lines) of the 2026, 2027 and 2028 Budgetary Years

Each offer, written in French or English and submitted in seven (7) copies, including one (1) original and six (6) copies marked as such, must be received in sealed envelopes at the Pete Bandjoun Town Hall ( Tender Support Unit ) , no later than 27/08/2026 at 10 noon, and submitted against receipt. The purpose of this call for tenders is THE CONTROL OF THE EXECUTION OF MAINTENANCE WORKS ON THE PAUL BIYA BOULEVARD SECTION IN THE COMMUNE OF PETE BANDJOUN IN THE DEPARTMENT OF KOUNG-KHI - WEST REGION , for a period until the end of the execution of the works for each phase

The offer must be accompanied by a provisional guarantee (bid guarantee) established according to the model indicated in the Tender Document by a banking institution or financial organization approved by the Minister in charge of finance, in an amount equal to Four hundred and eighty thousand (480,000) CFA francs.

The absence of the provisional guarantee or its non-conformity to the model attached in the Tender Dossier results in the offer being deemed inadmissible upon opening of the bids.

The provisional guarantee will be automatically released no later than 30 days after the expiry of the offer validity period for unsuccessful bidders. If the bidder is awarded the contract, the provisional guarantee will be released after the final guarantee has been established

Bids that do not comply with the method of separating the financial bid from the administrative and technical bids will be inadmissible.

Any offer not conforming to the requirements of this Notice and the Tender Documents will be declared inadmissible. In particular, the absence of a bid security established according to the model proposed in the Tender Documents and issued by a first-class financial institution or bank approved by the Ministry of Finance, valid for thirty (30) days beyond the offer validity period.

Under penalty of rejection, the required administrative documents must be produced in originals or certified copies by the issuing department, in accordance with the stipulations of the Specific Regulations of the Call for Tenders. They must be less than three (03) months old on the initial date of submission of offers

The offers will be opened in two (2) stages.

• The opening of the administrative and technical offers will take place on 27/08/2026 at 11 local time by the Internal Procurement Commission at the Mayor of Pete Bandjoun, in the meeting room set up for this purpose. Only bidders may attend this opening session or be represented by a single duly authorized person of their choice, who has a thorough knowledge of the case.

• Following the examination of the administrative documents and the evaluation of the technical offers, the opening of the financial offers will be carried out under the same conditions, at a later date which will be communicated to the bidders whose administrative file is compliant and who have obtained a technical score equal to or greater than 70 points out of 100.

1: Elimination criteria:

1.1 : Administrative documents:

a)  Incomplete file or non-compliant documents,

b)  Counterfeit or inauthentic item;

c)   Document certified or signed by an incompetent person.

1.2: Technical offer:

a)  Incomplete file or non-compliant documents;

b)  False statements, falsified or scanned documents instead of certified copies or originals;

c)   Document certified or signed by an unauthorized person

d)  Technical score below 70/100;

e)  Presentation of a civil servant without proof of their release;

f)    Absence of a methodological note for the execution of services.

1.3: Financial offer:

a)  Incomplete financial offer;

b)  Non-compliant parts;

c)   Omission in the financial offer of a quantified unit price;

d)  Absence of the sub -detail of a quantified unit price;

e)  The financial offer is not separated from the administrative and technical file.

2 Essential Criteria

14-2-1 Technical Offers

a) Technical bids will be evaluated according to the following essential criteria:

b) Qualification of experts and their experience in the field of the project on 55 points;

c) Technical and material resources to be put in place at 20 points;

d) BET references: out of 25 points.

2 Financial Offers

Only the financial offers of bidders whose technical offer has been declared admissible following the examination of the conformity of administrative documents (1st stage) and the technical evaluation (2nd stage) will be evaluated and scored, according to the following criteria:

NM = ( MMd x 100 ) / MS

        NM = Note relating to the amount of the financial offer of the bidder ;

        MMd = Estimated amount of the lowest bid for the lot concerned;

        MS = Evaluated amount of the bidder.

 A weighting will be applied between the grade technical and rating financial to obtain the final grade N (technical-financial grade) according to the formula below:

N = [(70 x Technical Rating) + (30 x Financial Rating)] / 100

The Contracting Authority (The Mayor of the Commune of Pete Bandjoun) will award the Contract to the Bidder whose offer has been evaluated as the lowest , and having obtained the highest overall score, and deemed substantially compliant with the Tender Document

Bidders remain bound by their offer for 90 days from the deadline set for the submission of offers
