The Mayor of the Commune of Bayangam, Contracting Authority and Delegated Project Owner, launches on behalf of the Republic of Cameroon represented by the Minister of Public Works (Project Owner); an consultion file, for the execution of maintenance works and construction of a 2.5x3 reinforced concrete culvert on the Sock-Panche communal road section to be opened over 2.5km and a 2x2 culvert on the Bayangam-Famla I intercommunal road section with access development over 2.5km, in the commune of Bayangam, in the Department of Koung-Khi, West Region
The work will consist of the maintenance of the section (Installations, Cleaning and earthworks, Roadway and shoulders, drainage and sanitation structure, Engineering structure, Signage and equipment and Miscellaneous.) using High Intensity Equipment (HIEQ) techniques with a High Intensity Labor (HIMO) component when this approach is technically feasible and economically profitable, guaranteeing decent jobs in order to ensure the maximum economic benefits of the project for the surrounding populations.
The characteristic quantities of work are given in the context of the detailed quantity and estimate (DQE) attached to this file.
This work is subdivided into two (02) main groups as follows :
Group 1: manual work,
(To be carried out using HIMO methods)
Group 2: mechanized work using HIEQ (High Intensity Equipment)
The route in question is grouped into a single (01) lot of work as presented below:
Construction work for a 2.5x3 reinforced concrete culvert on the Sock-Panche communal road section to be opened over 2.5km and a 2x2 culvert on the Bayangam-Famla I intercommunal road section with access improvements over 2.5km .
The estimated cost, including all taxes, of all the work planned in this National Open Tender is Two Hundred Million CFA Francs (200,000,000 CFA francs).
Participation in this Invitation to Tender is open to all companies under Cameroonian law established in Cameroon and operating in the field of Building and Public Works.
The works covered by this Invitation to Tender will be financed inclusive of all taxes from the Budget of the funds router Financial Year 2026
The Tender Dossier can be consulted on working days and hours at the Procurement Department of the Commune of Bayangam, located within the premises of the Municipal Circle of Bayangam, from the date of publication of this notice
The Tender Dossier can be obtained on working days and hours from the Unit in charge of markets of the Commune of Bayangam, from the date of publication of this notice upon presentation of a receipt for payment of the sum of One Hundred and Fifty Thousand (150,000) CFA Francs non-refundable for the cost of purchasing the file, payable to the Municipal Revenue Office of the Town Hall of Bayangam.
This receipt must identify the payer as the representative of the company wishing to participate in the Call for Tenders.
Each offer, written in French or English in seven (07) copies, including one (01) original and six (06) copies marked as such, must be submitted in a sealed envelope against receipt to the Mayor of Bayangam's office (Procurement Department), no later than 04/09/2026 at 11 noon sharp, and must bear the following inscription:

The maximum execution period provided by the Project Owner for the completion of the works is four (04) months
Offers must be accompanied by a provisional guarantee established according to the model indicated in the Tender Document by a first-tier banking institution approved by the Minister in charge of finance and in an amount equal to Two million CFA francs (2,000,000 CFA francs).
The provisional guarantee will be released within thirty (30) days of the award of the contract to unsuccessful bidders, and no later than thirty (30) days after the expiry of the bid validity period. For the successful bidder, the provisional guarantee will be released upon establishment of the final guarantee
Offers received after the submission date and time will be declared inadmissible at the opening
The opening of bids will take place on 04/09/2026 at 12 sharp, local time by the competent Procurement Commission under the Mayor of Bayangam, in the meeting room set up for this purpose.
Only bidders may attend this opening session or be represented by a person of their choice with a thorough knowledge of the case.
The evaluation of the bids will take place in three stages:
Step 1 : Verification of the conformity of each bidder's administrative file.
Step 2 : Technical evaluation of administratively compliant bids
Step 3 : Verification of the financial offers of the companies whose technical offers have been selected
Administrative Documents
a) Absence of the original bid bond at the opening of the bids issued by a first-category financial institution authorized by the Ministry in charge of Finance to issue bonds in the context of public procurement;
b) Absence (with the exception of the bid bond) after a period of 48 hours after notification, of at least one of the documents in the administrative file.
Technical Offer
a) Absence of the declaration on honor attesting that the bidder has not abandoned a contract in the last three years, and that it is not on the list of defaulting companies established by the MINMAP;
b) Absence of a dated and signed integrity charter
c) Absence of a declaration of commitment to respect environmental clauses
d) Lack of a financing capacity (available line of credit) with content conforming to the model of the Banking Commission of Central Africa (COBAC), issued by a first-class bank approved by the Minister in charge of Finance in Cameroon for at least:
a) Failure to comply with 24 out of the 33 criteria
b) Absense of CDEC payment;
e) material criterion;
f) Failure to meet the minimum required level of personal equipment:
· 4x4 liaison pickup;
· Grader;
· Loader
· Water tank;
· concrete mixer;
· Roller compactor.
g) Absence of the site visit certificate dated, stamped and signed on honor by the bidder;
h) Verification of categorizations of enterprise
i) Proof of acceptance of the contract terms

Each offer, in order to be declared technically compliant, must have met all the elimination criteria and obtained at least 24 of the 33 qualification criteria listed below, evaluated in accordance with the la Grille technical offer scoring system.
Bidders remain bound by their offer for Ninety (90) days from the deadline set for the submission of offer
