For submission online, the bid must be submitted by the bidder on the COLEPS platform or any other official electronic means of communication to be specified by the Project Owner latest on not later than 27th AUGUST 2026 at 11 o’clock AM. A back-up copy of the tender recorded on a USB key or DVD must be sent in a sealed envelope with the clear and legible indication “back-up copy”, in addition to the above mentioned indication, within the deadline set.
File size and format
For online submission, the maximum sizes of the documents that will transit on the platform and constitute the
tenderer’s offer are the following :

⦁ 15 MB for the Technical Offer ;

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 14 of the tender file of an amount of forty thousand (40 000) Fcfa and valid for thirty (30) days beyond the original date of the validity of the offers.’The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shall be con- sidered as absent. The bid bond presented by a tenderer at the bid opening session shall not be accepted
The administrative documents, the technical offer and the financial offer must be placed in separate envelopes and submitted in a sealed envelope.
The Project Owner shall not accept :
• Bids bearing information on the identity of the tenderers ;
• Bids submitted after the closing date and time for submission of bids ;
• Envelopes without indication on the identity of the Invitation to Tender ;
• Bids non-compliant with the bidding mode ;
• Failure to comply with the number of copies specified in the RPAO or offer in copies only ;
Any incomplete offer in accordance with the prescriptions of the Tender File shall be declared inadmis- sible. Especially the absence of a bid bond issued by a financial body or institution approved by the Minister in charge of Finance to issue bonds for public contracts or the failure to comply with the model documents of the Tender File shall lead automatically to the rejection of the bid without any other pro- cedure. A bid bond submitted but not relating to consultation concerned shall be considered as absent. A bid bond presented by a bidder during the bid opening session shall not be accepted.
The bids shall be opened in single phase. The opening of the administrative documents, the technical and financial offers shall take place on 27th AUGUST 2026 at 12 o’clock by the Tenders Board attached to the Contracting Authority in the Divisional Office in Kaélé hall. Only bidders may attend or be duly represented by a person of their choice. Under pain of being rejected, the required administrative documents must be submitted in originals or copies certified by the issuing service or the relevant administrative authority, in accordance with the provisions of the Special Regulations of the invitation to tender. They shall be no later than 3 (three) months old from the original deadline for the submission of tenders or must have been issued after the date of signature of the Tender Notice. In case of absence or non-conformity of a document in the administrative file during the opening of bids, after a 48 (forty-eight) hours deadline granted by the Board, the file shall be rejected.

Eliminatory criteria
⦁ Absence of the bid bond or CDEC receipt ;
⦁ Absence, 48 hours after bid submission, of at least one document from the administrative file, with the exception of the bid bond ;
⦁ Non-compliance, 48 hours after bid submission, of at least one document from the administrative file ;
⦁ False declaration, or a falsified or non-authentic document ;
⦁ Incomplete Technical Bid due to the absence of :
⦁ The site visit certificate and site visit report ;
⦁ A sworn statement certifying that the bidder has not abandoned a contract within the last three years and does not appear on the list of defaulting companies established by MINMAP
⦁ A Team Leader (Civil Engineer) holding at least a higher education qualification (BAC+3) and five (05) years of experience, having served as a Supervision Team Leader on at least three (03) earth road maintenance projects ;
⦁ The "organization, methodology, and schedule" section in the technical bid ;

⦁ The Unit Price Schedule (UPS) following the template, with prices excluding VAT indicated in figures and words, completed legibly ;

⦁ Failure to meet at least 24 out of the 30 criteria in accordance with the scoring grid found in the Request for Proposals (RFP) ;
Essential criteria
The evaluation of the technical bids will be based on a bid comparison table adopted at the bid opening by the designated Analysis Subcommittee, using the following essential criteria:
a. Company references (three (6) criteria) ;
b. Site equipment to be mobilized (ten (4) criteria) ;
c. Company management personnel (eleven (11) criteria) ;
d. technical proposal and work schedule (ten (5) criteria) ;
e. Self-financing capacity (one (1) criterion) ;
f. General presentation of the bid (three (3) criteria).
The details of these essential criteria are specified in the Special Tender Regulations (RPAO) and included in the evaluation grid. In case of conflict between the Invitation to Tender, the evaluation grid and the RPAO, only the latter should be taken into consideration
The Delegated Project Owner shall award the contract to the bidder whose bid meets the required technical and financial qualification criteria and whose offer was evaluated as the lowest by including as the case may be, the rebates proposed.
Bidders shall remain committed to their bids for 90 days from the initial deadline set for the submission of bids.
