Within the framework of the implementation of project activities, the Director General of the South West Development Authority (SOWEDA) on behalf of the Project Coordinator of the Agriculture Infrastructure and Value chain Development Project (AIVDP), hereby launches an Open National Invitation to Tender for the Construction and Equipping of 2 blocks of Double Classroom & an Office Block in some localities in the South West Region, By Emergency Procedure.

The works that are subject of the present tender shall be in 02 (two) Lots as follows.

The various works to be executed are as follows:

-      Preliminary works

-       General earth works

-       Masonry and concretes work

-       Carpentry and Joinery work

-       Metal works

-       Painting & Decoration

-       Electrification

-       Landscaping and Pavement of the yard

The estimated cost of the works following prior studies shall be in two lots which stands at the sum of FCFA 60,000,000 (sixty million francs) broken down as follows:

The works that are subject of the present tender shall be in 02 (two) Lots as follows.

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.

Works which form the subject of this invitation to tender shall be financed by AIVDP Government of Cameroon funds for the 2026 financial year.

Interested bidders can consult the tender file online on the COLEPS platform or the Head Office of AIVDP, Buea during working hours (7.30 a.m. to 3.30 p.m.).

The file can be obtained from COLEPS platform as soon as this notice is published against payment of the sum of a non-refundable fee of 60,000 (sixty thousand) francs CFA, payable into the CAS-ARMP Account N° 335 988 opened in any BICEC Bank Branch.

For online submission by electronic means, the offer must be submitted by the bidder on the COLEPS platform against a receipt not later than 31/07/2026 at 10.00 a.m. local time. A backup copy of the offer saved on a USB key must be sent in a sealed envelope with the clear and legible indication "backup copy", in addition to the above mentioned within the time limit.

N.B.: File size and format for online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows:

• 5 MB for the Administrative file;

• 15 MB for the Technical Offer;

• 5 MB for the Financial Offer.

The accepted formats are as follows:

• PDF format for text documents; JPEG for images. The candidate will ensure that compression software is used to possibly reduce the size of the files to be transmitted in accordance with the sizes indicated above.

N.B.: One original copy of the bids each drafted in English or French should be submitted.

The duration of execution of the works shall be four (04) months from the date of issue of Service Order for the commencement of works.

Each bidder must include in his administrative documents a bid bond issued by a first rate banking/insurance establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File and valid for thirty (30) days beyond the date of validity of bids amounting as follows:

The bid bond/CDEC provided must be in accordance with the Circular Letter No. 000019/LC/MINMAP of 5^th of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.

The absence of the bid bond issued by a first-rate bank authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shall be considered as absent. The bid bond presented by a tenderer at the bid opening session shall not be accepted

The bids shall be opened online on the 31/07/2026 at 11:00 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internal Tenders Board. Only bidders may attend or be represented by a duly mandated person.

v Absence of a bid bond/CDEC Receipt

v Certificate of Categorization

v Absence or non-conformity of an administrative document within 48hours after bids opening

v False declaration or falsified document

v Uncertified diploma(s) of personnel

v Financial capacity below 50% of the amount of the project;

v Absence of declaration of non-abandonment of a public contract during the last three years;

        Essential Criteria

        The following binary mode of evaluation shall be used:

The non-respect of at least three (03) of the above criteria shall lead to the elimination of the bid. Only bids that would have obtained a score of at least 70% of ‘YES’ responses in the technical evaluation shall be retained for financial evaluation.

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically

A bidder can bid for all lots but cannot be awarded more than 01 (one) lot except in a case where nobody tenders for a lot, the bidder can be awarded all lots.

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
