The Governor of the West Region. contracting authority, launches a national open cali for tenders on behalf of west Regional Delegate of Basic Education, delegated project owner, for some work to  secure certain schools in Mifi division, west region, in two (02) lots (in emergency procedure).

These works include the following operations, the list of which is not exhaustive (see the quantitative estimate for each lot) ...

The services covered by this Tender Document are grouped into two (02) lots distributed as follows

Participation is opened on equal terms to a!! Cameroonian companies in the Building and Public Works sector (Categories AB. C and D) established in Cameroon.

The works covered by this Cal! for Tenders are financed by the Basic Education found for fiscal  year 2026

The physical version of the render dossier can be obtained during working hours at the Governor's Office of the West Region. upon presentation of a receipt of payment to the public Treasury of a non-refundable sum of: one hundred and eight thousand (108 000) FCFA payable at the general  Treasury of Bafoussarn. 

It is also possible to obtain the electronic version of the file by free download at the addresses indicated above for the electronic version. However, submission is conditional on payment of the DAO  purchase fees. 

Bids written in French or English must be submitted via the COLEPS platform no later than 13 JUlL 2026 at I l :00 a.111. A backup copy (USB or CD/DVD) must be submitted in a sealed envelope iabeled ··backup copy. 

The maximum execution time provided by the project Owner for the completion of the work. subject of this call for tender, is four (04) months for lot 1 and three (03) months for lot 2, and take effect from the date of noti ti cation of the service order to start work. 

The absence of the bid bond issued by a first-rate bank or a first-class financial institution authorized by the Ministry of Finance to issue guarantees in the context of public procurement, will lead to the outright rejection of the offer. A bid deposit produced bur unrelated to the consultation concerned is considered to be missing. The bid deposit presented by a bidder during the bidding session is inadmissible. Moreover,  and in accordance with the provisions of Circular N°000014/C/1\tIIi~MAP/CAB of the 23rn July 2025. (Paragraph II, Item-l), the Procurement Committee shall ensure that the bid bonds presented in the  context of this consultation consist of instruments issued by financial institutions and deposit receipts issued by the CDEC 

Bids will be opened in a single session on 13 JUILL 2026 at 12:00 a.m. by the Regional Public Contracts  Board of the West Region at the Governoi:"s Office (Room I 09). Only bidders or their duly authorized  representatives may attend. 

. Eliminating criteria:

a) Absence of administrative document or not conformity and not regularize within 48 hours after the 

opening of hid:

b) Absence of a signed, stamped and acquitted bid bond at the opening of files; 

c) Absence of a deposit receipt issued by the CDEC;

d) False declarations, fraudulent schemes or forged documents; 

e) Failure to comply with bids me format; 

f) Presence in the list of suspended companies

g) Technical note lesser than 70'Yo of total criteria's; 

h) Absence of not quantify unite price in the financial file; 

i) Steal having an on-going project of the vear 2025 because of the bidder; 

j) Absence of the dated and signed commitment statement to comply with environmental 

and social clauses,

k) Absence of the chart of integrity; 

Absence of a certified copy of certificate of categorization or of the decision publishing

the results of categorisation of companies, 

m) Absence of a financial capacity equal et least to 30°/., of the provisional amount

Bidders remain bound by their bids for one hundred and twenty (120) days from the initial deadline for subm ission of bids.
