The Governor of the West Region, contracting authority, launches a national open call for tenders on behalf of  west Regional Delegate of MINHDU/West, deiegated project owner, for the development and rehabilitation  works with surface dressing of certain roads in certain cities of the western region in 04 (four) lots (In emergency procedure} 

These works include the following operations. the list of which is not exhaustive (see the quantitative estimate for 

./ Preliminary work;

./ Cleaning and earthworks;

,/ Roadwork's; 

,/ Sewerage and drainage work;

,/ Engineering structures, hydraulic structure;

./ Public lighting; 

./ Moving networks

The services covered by this Tender Document are orouoed into four (04) lots distributed as follows.

Participation is opened on equal terms to all Cameroonian companies in the Building and Public Works sector  (Categories A, B, and C) established in Cameroon. 

The works covered by this Call for Tenders are financed by the PIB/MINHDU FOR FISCAL YEAR 2026, ONE-OFF DELEGATION.

he physical version of the tender dossier can be obtained during working hours at the Governor's Office of the West Region, upon presentation of a receipt of payment to the public Treasury of a non-refundable sum of:  one hundred and seventy thousand {170 000) FCFA payable at the general Treasury of Bafoussam. 

It is also possible to obtain the electronic version of the file by free download at the addresses indicated above for the electronic version. However, submission is conditional on payment of the DAO purchase fees. 

The maximum execution time provided by the project Owner for the completion of the work, subject of this call for tender. is three (03) months for each lot, and take effect from the date of notification of the service order to start  work. 

The bond must remain valid for thirty (30) days beyond the initial validity period of the bids and be accompanied by a deposit receipt issued by the Caisse des Depots et Consignations (CDEC). 

The absence of the bid bond issued by a first-rate bank or a first-class financial institution authorized by the Ministry of Finance to issue guarantees in the context of public procurement, will lead to the outright rejection of the offer. A bid deposit produced but unrelated to the consultation concerned is considered to be missing. The bid deposit presented by a bidder during the bidding session is inadmissible. Moreover, and in accordance with the provisions of  Circular N°000014/C/M!NMAP/CAB of the 237H July 2025. (Paragraph II, Item 4), the Procurement Committee shall ensure that the bid bonds presented in the context of this consultation consist of instruments issued by financial institutions and deposit receipts issued by the CDEC
