The file may be obtained from Divisional Delegation of Publics Contracts for Manyu as soon as this notice is publishcd against payment of the sum of 40 000 CFA francs (Forty Thousand CFA francs), payable at Manyu Divisional trcasury.
Each bid drafted in English or French in six (06) copies including one (01) original and five (05) copies marked as such, should be submitted against the issuance of a receipt at the Senior Divisional Office Manyu not later than 14/07/2026 at 09.00 am latest and should carry the inscription:

The maximum Execution deadline provided for by the Contracting Authority shall be three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the tender file, of an amount of SIX HUNDRED THOUSAND (600 000) CFA francs with a validity period of thirty (30) days from the date of opening of bids.
On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordante with the Special Regulations of the invitation to tender. They must obligatorily be not aider than three (3) months preceding the date of submission of offers or may be established alter the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.

The offers shall be opened in single phase. The opening of administrative offers (Envelope A), the technical bids (Envelope B) and financial bids (Envelope C) on 14/07/2026 at 10 am local time by the Manyu Divisional Tenders Board situated at the Conference Hall of MINMAP Manyu
7. criteria Bids shall be rejected when:
Ø They lack bid security;
Ø False declaration or forged documents;
Ø There is insufficiency in the Number of Copies as specified on the Tender File;
Ø A bid with the external envelope carrying a sign or marking leading to the identification of the bidder;
Ø The technical offer must have at least 70% of the total scores
Ø Bids not registered in the bidder's register.
· Any bidder with pending Job for the previous years without formai justification.
Ø Omission of at least one unit price, at least one item in detail estimates and/or at least one sub detail price;
Ø Non presentation of Attestation of Non Abandonment of Public contracts for the past three years from DD/MINMAP MANYU.
12. Main qualification criteria
The criteria relating to the qualification of candidates could indicatively be on the following:5

-ACCESS TO A CERDIT/OTHER FINANCIAL RESOURCES
-CONTRACTOR'S REFERENCES FOR THE PAST THREE YEARS
-EXPERIENCE OF SUPERVISION STAFF
-AVAILABILITY OF MATERIAL AND ESSENTIAL EQUIPMENT
SELF-FINANCING CAPACITY
-EXPERIENCE OF SUPERVISION STAFF
-THE NONE RESPECT OF TWO CRITERIA SHALL CAUSE ELIMINATION OF THE OFFER
THE CONTRACT SHALL BE AWARDED TO THE BEST VALUE BIDDER WHO SATISFIES THE BEST VALUE BIDDERS WHO SATISFIES THE ADMINISTRATIVE AND TECHNICAL DISPOSITIONS
BIDDERS WILL REMAIN COMMEEEEEEITTED TO THEIR OFFERS FOR 90 DAYS FROM THE DEADLINE SET FOR THE SUBMISSION OF TENDERS
