Within the framework of the 2026 PUBLIC INVESTMENT BUDGET, the Senior Divisional Officer for Manyu, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE GEOTECHNICAL STUDIESFOR THE CONSTRUCTION OF THE DIVISIONAL DELEGATION OF PUBLIC CONTRACTS MANYU,MANYU DIVISION, SOUTH WEST REGION.

The works comprise the preliminary studies carried out and the detailed information Providedfor in the technical specification and the quantitative estimates.

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.

The project shall be financed by the relevant credit allocation in the 2026 PUBLIC INVESTMENT

BUDGET of the Republic of Cameroon as per the imputation'

The tender file can be consulted and obtained as at the SDO's office/Manyu or at the Divisional Finance Block (Rooms 31/38) Tel: 675 14 35 80 Buea.

against payment of a non-refundable sum of Fifteen thousand (15,000) CFA Francs, payable at the
Divisional Treasury Mamfe (Iatest before two days to date of opening) representing the cost

of the tender file. A copy of the receipt showing payment shall be attached to the bid.

Each bid drafted in English or French in Pive (05) copies including one original and four (04) copies marked as such, should be submitted against a receipt at the, office of the Contracting

The maximum Execution deadline provided for by the Contracting Authority shall be two (02)months.

Each bidder must include in his Administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No.12 of the tender file. The bid bond of an amount of two hundred thousand(200 000) CFA francs for a validity period ofninety (90) daysfrom the date of opening must have an attached receipt from the CAISSE DE DEPOTS DE CONSIGNATIONS (CDEC).

On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or ^-may be established after the signature of the tender notice. Any offer not inconformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the none respect of the modeis of the tender file documents shall lead to a pure and simple rejection of the offer.

The offers shall be opened in two phases. First; the opening of Administrative Offers (EnvelopeA). Later on,the Technical Offers (Envelope B) and Financial Offers (Envelope C) on 14/07/2026 at 10 am local time by theManyu Divisional Tenders Board holding at the Finance Block, Mamfe

8.       Bids shall be rejected when:

>      They lack bid security (bid bon);

Ø  Bid not registered in bidders register

Ø  False declaration or forged documents;

D     The bids are not in conformity with the Tender File;

>      Technical offer with a'score of less than 70%

D     Technical characteristics which are not in conformity with those specified in the special Technical conditions;

>      None-conformity of bid proper
