The Minister of Mines, Industry and Technological Development is launching an Open National Call for Tenders for the development work on the offices of the Landmark building for the benefit of MINMIDT.
It includes. In particular. The fillowing work :
- preparatory work ;
- aluminum and glazing work ;
- electricical work and aquipmen:
- wall treatment and painting:
-plumbing and sanitary work.
The estimated cost of the services is 74,300,000 CFA francs including tax (seventy-four million and three hundred thousand).
This time frame runs from the date of notification of the administrative order to commence the services.
Participation in this Call for Tenders is open to companies incorporated under Cameroonian law specializing in civil engineering works.
The works covered by this Restricted Call for Tenders are financed by the Public Investment Budget (BIP) of the MINMIDT, financial year 2025, on budget allocation line No. 60 29 314 1 33000001 0133 523119.

The tender documents may be obtained from the Directorate of General Affairs, Public Procurement Service, located on the 1st floor of the building housing the central services of the Ministry of Mines, Industry and Technological Development (Room 116, Tel. 222 22 27 35), upon publication of this notice, upon presentation of a receipt for payment of a non-refundable sum of 70,000 (seventy thousand) CFA francs, payable to the Public Treasury.

Each offer must be written in French or English.
It must be submitted online via the COLEPS platform by the bidder no later than 2nd JULY 2026 at 12:00 noon local time at the latest, to www.marchespublics.cm.
Within the same timeframe, a backup copy of the said file and a copy of the offer, clearly and legibly labeled "Sample Offer," recorded on a USB flash drive or CD/DVD and in a sealed envelope, will be submitted to the Ministry of Mines, Industry and Technological Development, General Affairs Department (Public Procurement Department, 1st Floor, Room 116), with the following information:
TENDER NOTICE
OPEN NATIONAL CALL FOR TENDER N°000014/AONO/CIPM/2026 OF 9th JUNE 2026 RELATING TO THE RENOVATION WORKS OF THE OFFICES OF THE LANDMARK BUILDING FOR THE BENEFIT OF MINMIDT
“To be opened only during the bid-opening session”
The documents constituting the Bid will be divided into three volumes:
- Volume 1 containing the administrative documents;
- Volume 2 containing the Technical Bid;
- Volume 3 containing the Financial Bid.
The various documents in each Bid will be numbered in the order of the tender documents and separated by identically colored dividers.
The maximum file sizes for the documents submitted on the platform and constituting the bidder's bid are as follows:
- 5 MB for the Administrative Bid;
- 15 MB for the Technical Bid;
- 5 MB for the Financial Bid.
The accepted formats are as follows:
- PDF format for text documents;
- JPEG for images.
Note: The terms and conditions for submitting a bid online, along with the related steps, are attached.
The maximum period provided by the Project Owner for the completion of the works is five (05) months.
Each bidder must attach to their administrative documents a bid security stamped at the current rate, either by bank check or certified check, accompanied by the deposit receipt issued by the CDEC, in accordance with the attached model, in the amount of CFA francs 1,486,000 (one million four hundred and eighty-six thousand), valid for thirty (30) days beyond the validity period of the bids.
Under penalty of rejection, administrative documents must be produced in original form or in copies certified by the issuing department in accordance with the provisions of the Special Regulations of the Call for Tenders. They must be dated less than three (03) months prior to the original date of submission of bids or have been prepared after the date of signature of the Notice of Tender.
Any bid not in accordance with the requirements of this Notice and Call for Tenders Documents will be declared inadmissible, in particular for lack of a compliant bid bond
The opening of administrative, technical and financial offers will take place in one (01) time on 2nd JULY 2026 at 1 p.m. in the session room of the CIPM of the Ministry of Mines, Industry and Technological Development, by the Procurement Commission. Bidders may attend this opening session or be represented by a duly authorized person with full knowledge of the offers for which they are responsible.
14.1 Eliminatory criteria
The eliminatory criteria include:
- Absence or non-compliance of an administrative document within 48 hours of bid opening;
- Absence of the bid security stamped at the current exchange rate, or a bank check or certified check accompanied by the deposit receipt issued by the CDEC at the bid opening ;
- Absence of a quantified unit price in the financial offer ;
- Absence of a sworn statement of non-abandonment of the project or any default during the last three (3) years ;
- Absence of an Integrity Charter;
- Absence of a Declaration of Commitment to respecting social and environmental clauses ;
- False declaration or falsified document;
- Incomplete financial offer;
- Failure to meet 5 out of 6 essentieal criteria including a financial capacity of at least 40000000 (forty million) a staff list and a technical proposal and implementation schedule ;
- absence of a backup copy..
14.2 Essential criteria
The essential candidate qualification criteria are as follows:
- Company references (2 sub-criteria);
- Management personnel (5 sub-criteria);
- Equipment (4 sub-criteria);
- Revenue (2 sub-criteria);
- Technical proposal and execution schedule (3 sub-criteria);
- Proof of acceptance of the contract conditions (CCTP and CCAP (2 sub-criteria)).
Bidders shall remain bound by their bids for ninety (90) days from the deadline set for submission of said bids.
