Participation in this invitation to tender is open to all registered categorised and qualified enterprises of the Republic of Cameroon, with the necessary financial capability, technical and professional expertise in Public works (Construction domain especially CIVIL ENGINEERING) and are duly categorised.
The Works on this tender are funded by PPRD NW/SW BUDGET 2026. The previewed cost of the entire works of this Open National Invitation to tender is: 150 000 000(One Hundred and Fifty Million Francs) FCFA all taxes included.
The tender documents are available for consultation at the North West Governor’s office during working hours. ROOM 108. Tel: 233361941/652582344. It can equally be consulted online on COLEPS platform at www.marchepublic.cm as soon as the notice is published.
The file may be obtained from the Governor’s office room 108, Tel 233361941/652582344 upon presentation of a receipt showing payment of a non-refundable sum of 112 500 FCFA payable at a public treasury representing the cost of purchasing the tender file. The original copy of this receipt shall be included in the bidder’s documents. On procuring the tender documents (DAO), bidders shall be duly registered with their full addresses indicating: P.O. Box; Fax; and Telephone numbers. It is equally possible to obtain the electronic version of the Tender file by downloading it through the above indicated address.
The submission is done electronically. The bid should be forwarded by the tenderer on the COLEPS platform or any other means of electrical communication indicated by the project owner not later than -------/ --------/ 2026 at 11am prompt. A backup copy of the bid registered on USB key should be forwarded in a sealed envelope with the clear and legible indication “backup copy”, in addition to the above label, within the allocated deadline.
NB file size and format
For online bidding, the maximum sizes of the documents that will transit on the platform and constitute the tenderer’s offer are the following;
- 5MB for the Administrative file
- 15MB for the Technical offer
- 5MB for the Financial offer
The Following formats are acceptable
- PDF format for text documents
- JPEG for images
The applicant shall use compression software to possibly reduce the size of the files to be transmitted according to the sizes indicated above.
NB the original of the BIDs should be presented during the online opening session.

‘’To be opened only during bid opening session’’
The entire period of execution of these Works is four (04) calendar months. This duration starts as of the date of notification of the service order to start Works
The bids should be accompanied by a bid bond (Bank Tender Guarantee), in line with CDEC prescription with established as per the indicated Model in this tender file, by a financial institution accredited by the Ministry of Finance, and of an Amount equal to: Three Million (3 000 000) FCFA
To avoid being rejected, the original copy of the bid bond (Bank tender guarantee) should be produced dating less than 3 (three) months.
The bid bond shall automatically be liberated highest 30 (thirty) days upon expiration of the validity of the bids for the unsuccessful bidders. In case where the bidder is awarded the contract, the bid bond is liberated after the production of the final bond.
Bids that will be submitted after the date and time mentioned above or those that will not respect the separation model indicated in the different documents in each bid shall not be accepted.
To avoid being rejected, the required Administrative documents will be imperatively produced in original or in certified true copies by the issuing service, in conformity with the stipulation of the rules and regulations of this tender.
These Administrative documents have a validity period of (03) months. This validity period has to begin after the date of the launching of the tender.
The opening of bids shall take place online on the______________ at___local time, in the conference hall of the Regional Tender’s Board in the Office of the Governor of the North West Region, by its competent members.
The opening of bids will be done at once and in three stages:
- Stage 1: Opening of envelope A containing Administrative document (volume 1),
- Stage 2: Opening of envelope B containing Technical document (volume 2)
- Stage 3: Opening of envelope C containing financial document (volume 3).
All the bidders can take part in this opening session or can be represented by one person dully mandated who has a perfect mastery of the tender file.
1. Absence or non-conformity of an element in the administrative file;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or insufficient bid bond;
5. Incomplete financial file;
6. Change of quantity or unit;
7. Non respect of 75% of essential criteria;
8. Suspended by MINMAP in 2025;
9. Average annual turnover of at least the tendering amount (Average annual turnover calculated total certified payments received for contracts in progress or completed, within the last five (5) years (from 2021). This should be justified by copies of past contracts (completed or ongoing). Final reception minutes for all completed contracts before 2026 and provisional reception minutes for contracts completed in 2025 should be presented.
10. Failure to provide a backup copy of offers saved in a USB key or a CD/DVD on time;
11. Failure to comply with the format of file type and size for online submission;
12. Failure to present a CDEC receipt or proof of deposit of the amount of the bid bond requested into the Deposit and Guarantee Fund.
13. Failure to present a certificate of categorization or receipt of deposit of file for categorization of the enterprise in the “ROAD” sub-sector of activities.
A. Essential criteria
1- General presentation of the Tender Files;
2- References of the company in building construction;
3- Quality of the personnel;
4- Technical organization of the works;
5- Safety measures on the site;
6- Logistics;
7- Attestation and report of site visit signed by the Contractor;
8- Special Technical Clauses initialed in all the pages and signed at the last page;
9- Special Administrative Clauses completed and initialed in all the pages and signed at the last page.
This evaluation will be done in a purely binary way (yes) or (no) with an acceptable minimum of 75% of the essential criteria taken in account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents, fulfilling the required administrative and having satisfied to 100% of the eliminatory criteria and at least 75%of the essential criteria and financial criteria.
The bidders shall remain committed to their bids during a period of (ninety) 90 days from the
deadline set for the submission of bids.
