The mayor of the municipality of BASSAMBA contracting authority, hereby launches, on behalf of the municipality of BASSAMBA an open national invitation to tenderfor the construction works of two mini drinking water supplies networks in the localities of BANYABO-NEUKOU AND NTAKOU in the Council of BASSAMBA

The work shall notably include: 

- Hydrogeologicai studies I siteinstallation / implantation ofthe borehole;

- Construction of a borehole:

- Supply and laying ofmeans ofpumptng outthe borehole: »

- Watersupply pipe:

- Construction of a standpipe:

- Supply ofpumps with solar energy;

- Construction of a castle of T.Sm^; .

- Safety perimeter of the boreholes and solar panel (5m x4.6m): 

- Miscellaneous services. 

The work to be carried out is delailed in the Particuiar Technical Clauses Book (CCPT), the unit price schedule and the quantitative détail.

The estimated cost of this benefit is forty million (40 000 000) CFA francs ail taxes Inclusive (ATI)

The Works are divided into a single lot.

Participation is open on equal terms to ail ellgible Cameroonian companies eligible and fulfilling the conditions set eut in the Spécifie TENDER Régulations (RPAO).

The work, subject of this call for TENDER is financed by the budget of FEICOM, financlal year 2026 and following.

The maximum period specified by the Employer for the exécution of the work referred to in this Request for Proposais is Four (04) months from the date of notification of the service order to startthe services

Under penalty of rejection, each bidder must altach to ils administrative documents, a bid bond, paid by hand, established exclusively by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, in an amount equal to four hundred thousand (400 000) CFA francs, valid for thirty (30) days, beyond the deadiine for validity of the bids, accompanied by the receipt of deposit of said bond in accordance with Circular Letter No. 000014/C/MINMAP/CAB of July 23, 2026 relating to the procédures for the constitution, deposit, conservation, release, restitution and realization of guarantees in public contracts.

The absence of the bid bond issued exclusively by a first-rate bank authorized by the Ministry of Finance le issue bonds in the context of public procurement, accompanied by the deposit receipt of said bond in accordance with circular letter No. 00Û014/C/MINMAP/CAB of July 23, 2025, will resuit in the outright rejection of the offer. A bid bond produced but having no connection with the consultation concerned is considered absent. The bid bond presented by a bidder during the bid opening session is inadmissible

The administrative documents, the technical offer, and the financlal offer must be placed in separale envelopes and submitted in a sealed envelope.

The following will not be accepted by the Project Owner;

• Envelopes bearing the bidder's identity;

• Envelopes received afterthe submission deadiines;

• Envelopes thatdo notcomply with the submission method.

• Envelopes without indicating the identity ofthe Cal! for Tenders;

• Failure to comply with the number ofcopies indicated in the RPAO or offering only copies.

Under penalty ofrejection, the required administrative documents must be submitted in original form or in copies certified by the issuing department or a compétent authority (PrefecI, Sub-Prefect, etc.), in accordance with the provisions ofthe Spécial Régulations of the Call for Tenders. They must be dated less than three (03) months prior o the original bid submission date or have been prepared after thedate of signature of the Call for Tenders.

Any bid that is incomplète in accordance with the requirements of the Call for Tenders Documents wifl be deciared inadmissible. This includes the absence of a bid bond issued by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the Tender Documents, accompanied by the deposit receipt for said bond in accordance with Circuiar Letter No. 000014/C/MINMAP/CAB of July 23, 2026. Abid bond produced buthaving no connection with the relevant consultalion is considered absent.Abid bond presented by a bidder during the bid opening session is inadmissible.

The bid opening will take place in one session. The opening of administrative documents, technical, and financial offers will take place on 02/06/2026 at 11 am, local time, by the Internai Public Procurement Commission of the Municipality of BASSAMBA, in the meeting room of the Town Hall.

Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

Under penalty of rejection, the required administrative file documents must be submitted in original form or in copies certified by the issuing department or the compétent administrative authority, in accordance with the provisions of the Spécial Régulations of the Call for Tenders. They must be less than three (03) months old or have been prepared after the date of signature of the Call for Tenders.

In the case of absence or non-compliance of a document in the administrative file when the blds are opened, after a period of48 hours granted by the Commission, the offer will be rejected

a. Elimination Criteria

The élimination criteria set out the minimum conditions to be admitted for évaluation according to the essential tanks. Failure to comply with these criteria will resuit in the tenderer'sbid being rejected.

These include:

- absence ofan administrative document not regularized within 48 hours;

- absence of the bid bond accompanied by the receipt of deposit of said bond In accordance with circuiar letter No. 000014/C/MINMAP/CAB of July 23,2026 relating to the procédures for the constitution, deposit, conservation, release, restitution and realization of guarantees in publiccontracta at the opening of tenders;

- faise déclaration or falsified document;

- technical score lowerthan 70% (at least 11 "YES" out of 16);

- absence of a certificate of non-abandonment of a site on honor in the technical offer;

- the absence ofan element ofthe financial bid (submission, BPU, DQE);

- absence ofa dated and signed integrity charter;

- absence ofa dated and signed déclaration ofcommitment tocompllance with environmental and social clauses.

- Absenceof the categorlzation certificate catégorie D,C.

- having been subject to termination for default during the exécution ofa project financed by FEICOM (see Exhibit No. 15).

b. Essentiel Criteria

The criteria for the qualification ofcandidates will be indicative of:

- financial capacity;

- the references;

- the exécution time;

- the staff;

- the matériels.

The Contracting Authority shall award the Contract to the Bidder fulfilling the conditions set out in points 34.1 and 34.2 of the Suppiementary Régulations.

Tenderers shail remain bound by their tenders for ninety (90) days from the closing date for the submission of tenders.
