1. Within the framework of the 2026 PUBLIC INVESTMENT BUDGET, the Mayor Tiko Council hereby launches an Open National Invitation to Tender (BY EMERGENCY PROCEDURE) FOR THE CONSTRUCTION OF A MINIRESERVOIR AT MUTENGENE LIMBE ROAD FOR EXTENSION OF THE MUTENGENE WATER PROJECT.
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications as follows;
LOT 100: PRELIMINARY WORKS
LOT 200: EARTH WORK
LOT 300: FOUNDATION WORKS
LOT 400: MASONRY - ELEVATION WORKS
LOT 500 :ROOFING AND CEILING
LOT 600 : CLAIDING
LOT 700: METAL WORK/WOOD WORK
LOT 800: PLUMBING /SANITATION
LOT 900: ELECTRICITY
LOT 1000: PAINTING
LOT 1100: EXTERNAL WORKS.
LOT 1200 : MANAGEMENT OF SOCIO AND
ENVIRONNEMENTAL ASPECTS.
The estimated cost after preliminary studies is 42 500 000 FRS

The maximum deadline provided by the Project Owner or Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 850,000 representing 2% of the project amount] and valid for thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on the _09_ OF 04_2026 at 11:00 am local time by the Tiko Council Internai Tenders Board in the Conference Hall of Tiko Council.
Only bidders may attend or be represented by a duly mandated person
Eliminatory Criteria
· In case of absence or nonconformity of an administrative document, the bidder will be given 48 hours to produce or replace the document in question.

· It has any fake or forged document;
· Absence of quantified unit price.
· Noncompliance with the model bid documents (Documents 9 and 10).
· It carries any false information.
· Less than 70% of the qualification criteria
