Within the framework of the execution of the 2026 State Budget, the Mayor of the Limbe II Council hereby launches by emergency procedure, an open national invitation to tender FOR THE CONSTRUCTION OF THREE SOLAR BOREHOLES WITH OVERHAND TANK AT KRATA, NGEME AND BOBENDE IN LIMBE II MUNICIPALITY (EMERGENCY PROCEDURE
The works comprise notably:
This involves the realization of the tasks outlined in the bills of quantities and cost estimates and elaborated in the special technical clauses
The estimated cost after preliminary studies stands at sixty million francs (60,000,000) FCFA.
The works which are subject of this invitation to tender are grouped into one Lot;
The tender is open to duly registered Cameroonian Enterprises that fulfill the requirements of this invitation to tender.
Works which formed the subject of this invitation to tender shall be financed by the public investment budget 2026
1. The file may be consulted online on the Cameroon Online E-Procurement System (COLEPS) platform.
The file may be obtained from Cameroon Online E-Procurement System (COLEPS platform as soon as this notice is published against payment of a non-refundable sum of fifty thousand francs (50,000) CFA francs, payable at the Limbe II Council Municipal Treasury.
For online submission by electronic means, the offer must be transmitted by the bidder on the Cameroon Online E-Procurement System (COLEPS platform on or before the, 31/03/2026 at 09:00 am local time. A backup copy of the offer saved on a
USB key must be sent in a sealed envelope with the clear and legible indication "backup copy", in addition to the above mention within the time limits. N.B.: File size and format for online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows:
• 5 MB for the Administrative file;
• 5 MB for the Financial Offer.
The accepted formats are as follows: • PDF format for text documents; JPEG for images. The candidate will ensure that compression software is used to possibly reduce the size of the files to be transmitted in accordance with the sizes indicated above. NB: Any incomplete offer in accordance with the prescriptions of the Tender File shall be declared inadmissible. Each bidder must include in his/her administrative documents, a bid bond issued by CDEC and a first-rate banking establishment approved by the Ministry in charge of finance and of an amount of one million two hundred thousand francs (1,200,000) FCFA.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidder shall be retained until the required performance guarantee for good execution is provided.

Any bid that does not respect the mode of separation of the financial, administrative and technical bids shall be rejected.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by CDEC and a first-rate bank approved by the Minister in charge of Finance. Notably, the absence of bid bond delivered by a first order bank approved by the Minister in charge of Finance valid for thirty (30 days after the validity of bids.
Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities and must imperatively be produced in accordance with the Special Regulations of the invitation to tender. The opening of the bids in one phase shall be done on, 31/03/2026 at 10:00 am prompt local time in the Conference Hall of the Limbe ii council by the Limbe II Council Internal Tenders Board. Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.
The evaluation of bids shall be carried out in three stages:
Ø 1st Stage: verification of the presence and conformity of each administrative document;
Ø 2nd Stage: Evaluation of the technical bids
Ø 3rd Stage: Analyses of the financial bids. The criteria of evaluation shall be as follows:
- Absence or insufficient bid bond from CDEC;
- Deadline of execution more than the prescribed;
- Absence of a category D certificate of categorization from MINMAP;
- False declaration or falsified or scanned documents;
- Omission of a quantified task on the bill of quantities and cost estimates
- Enterprise with an abandoned contract or uncompleted project (above 10% lateness penalties without due justification) in the South west Region.
- Non satisfaction of at least 75% of the main qualification criteria.
- Deadline for delivery higher than prescribed.
- Featuring on MINMAP’S list of suspended enterprises,
14.2. Main qualification criteria: The evaluation of the bids shall be done on predefined technical criteria on a global mark of
100. The criteria relating to the qualification of candidates could indicatively be on the following:
· Financial situation.
· Initial and sign the last pages of the special technical and administrative clauses
· Security and organization of the site.
· General presentation
· Site visit report signed by the contractor.
· Methodology/organization of the site
The Contract shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code.
1. Validity of bids: The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
