Within the framework of the Public Investment Budget 2026, the Mayor of Isangele Council, Contracting Authority, hereby launches an Open National Invitation to tender for Construction of reinforced concrete gutters in Isangele Municipality.

The works comprise the following:

Site installation.

-        Excavation of trenches.

       Subgrade preparation.

-        Blinding of trench bed Reinforced concrete works

       Backfilling and clean up.

The estimated cost after studies is Twenty-five million, five hundred thousand (25 500 000) FCFA ail taxes inchisive for each of the lots.

Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender.

Works which form the subject of this invitation to tender, shall be financedby Public Investment Budget of the 2026 financial year, budget head

Interested eligible bidders may obtain further information during working hours as from the date of publishing of this tender notice, at the Private Secretariat of the Mayor of the Isangele Council, Tel: 653212239.

The complete tender file may be obtained from the office of the Private Secretary to the Mayor of Isangele Council as soon as this notice is published against a payment of a non-refundable sum of fifty thousand (50.000) FCFA payable at the Isangele Council Treasury.

The maximum execution deadline provided for by the Contracting Authority shall be Three (03) Months

Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate

banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of five hundred and ten thousand (510,000)

Francs CFA valid for Thirty (30) days beyond the date of validity of bids

CONSTRUCTION OF REINFORCED CONCRETE GUTTERS

The bids shall be opened in a single (01) phase on the 26/03/2026 at 10AM local time by the Tender Board of the Contracting Authority in Isangele Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

Any bid not meeting with the requirements of the Tender File will be declared inadmissible.

A. ELIMINATORY CRITÉRIA

The eliminatory criteria are identified as follows:

v  Absence of a bid bond or false bid bond in the Administrative file;

v  Non-conformity of an administrative file 48h after the deadline prescribed by the regulation;

·         Execution time greater than that prescribed in the Tender that is 3 months False statement or Falsified documents in the Tender Files;

·         Omission in the financial offer of a quantified unit price

v  Presence on MINMAP' s list of Enterprises which abandoned the execution of contracts;

v  Technical marks Iess than 70%

v  Absence of attestation of site visit signed by the Mayor of the Isangele Council

B. ESSENTIAL CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basic of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
