Within the framework of the improvement of mobility within the Kumba II municipality, most especially its supply of equipment’s, the Lord Mayor of the Kumba II Council hereby launches an Open National Invitation to Tender for the rehabilitation of the road linking Bunke field to the new road behind gar, in kumba II subdivision, meme division, south west region.

The works comprise notably:

Ø  Installation

Ø  Earth works

Ø  Drainage structures

Displacement of network

The estimated cost after preliminary studies is 50 000 000 F CFA.

Participation in this Invitation to Tenders is open, on equal terms, to all companies and businesses under Cameroonian law with proven experience in the construction sector.

Works of this invitation to tender shall be financed by the road funds, 2026 financial year.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and recognised by COBAC and whose list is found in document No. 12 of the Tender File, of an amount of 1 000 000 F CFA and valid for ninety (90) days beyond the date of validity of bids.

Also, the bid bond must be in compliance with the model of the Tender file.

The bids shall be opened in a single phase. 

The opening of administrative documents and the technical and financial bids shall be on the 05/03/2026 at 12am local time by the Kumba II Council Internal Tenders Board situated at the Kumba II Council, and in the presence of all bidders.

Only bidders may attend or be represented by a duly mandated person.

i.            Eliminatory criteria

a)    Absence of the bid bond;

b)    Absence or non-conformity, after a period of 48 hours after the submission of tenders, of at least one of the documents in the administrative file, with the exception of the bid bond;

c)    False statement, falsified or non-genuine document;

d)    Incomplete Technical Offer for absence of:

·         Attestation of site visit and site visit report;

·         The declaration on honour attesting that the tenderer has not abandoned a contract during the last three years, and that he is not on the list of failing companies established by MINMAP;

·         A Works supervisor with the qualification required in the tender documents;

·         The section "organization, methodology and planning"

e)    Omission of a quantified unit price in the Price Schedule and the Bill of Quantities;

f)     Incomplete Financial Offer for absence of any of the following:

·         A submission;

·         The Unit Price Schedule according to the model with indication of the prices excluding VAT in figures and in letters, filled in a legible way;

·         Bill of Quantities;

·         The sub-detail of unit prices;

g)    Proposal of a civil servant among the supervisory staff;

h)   Not having validated the first five (05) essential criteria after the marking of the essential technical criteria.

ii.          Essential criteria

¨      Financial capacity;

¨      Enterprise’s experience;

¨      Personnel;

¨      Equipment;

¨      Organization, methodology and planning;

¨      General presentation

The contract will be awarded to the tenderer submitting the lowest evaluated bid and fulfilling the required administrative, technical and financial criteria

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
