On behalf of the Mayor of Kar-Hay, foreman, The Regional Delegate of Public Contracts of the Far North Region in kar-Hay, Contracting Authority, hereby launches an open national invitation to tender. The concern is the rehabilitation, POUR L’EXECUTION DES TRAVAUX travaux de réhabilitation de la route carrefour élevage-carrefour orthodoxe-carrefour CSI Doukoula I- pont de Lokoro (7,450 km), IN KAR-HAY CUNCIL, MAYO-DANAY SUBDIVISION, OF THE FAR NORTH REGION .
The service involve the following tasks inter alia:
The installationsite,
• Earthworks and floor,
• Items, sanitation, drainage,
• Equipment and diverse,
• taking into account the protection of the environment.... etc.
As far as works are concerned, an estimated amount of sixty million (60,000,000) CFA F is allocated for this contract by the Priority Investment Program; Budget of the Minister of Economy, Planning and Regional Development, Year 2026. Imputation: Chapter 22 Line.

The tender file may be consulted during working hours at the Regional Delegation of Public Contracts for the Far North Region, especially at the TENDERS UNIT located near the Sub-Divisional office of kar-hay , upon publication of this invitation to tender.
The tender file may be obtained at the Tenders Unit located near the Sub-Divisional office of Kar-Hay upon submission of the receipt attesting to the payment of a non-refundable fee of (80,000) CFA F into the Kar-Hay Public Treasury.
Seven copies of each tender application written either in English or in French; viz one (01) original document and six (06) copies labelled as such, in accordance with the invitation to tender should be submitted in a sealed envelope against a receipt at the Regional Delegation of the Far North Region in kar-Hay, Tenders Unit, located near the Sub-Divisional office of Kar-Hay by 06/03/2026 at 10.00 Pm (local time).

Le délai maximum d’exécution prévu par le Maître d’Ouvrage pour la réalisation des travaux est de Quatre (04) mois calendaires. Ce délai comprend les périodes des pluies, toutes les intempéries et sujétions diverses et court à compter de la date de notification de l’Ordre de Service de commencer les travaux, date de signature de votre contrat.
Each applicant will include in his administrative file a deposit (in compliance with the model attached) issued by CDEC (caisse des dépôts et consignations) and whose the list features in Document twelve (12) of the tender file, and valid for thirty (30) days with effect from the tender- validity deadline. The deposit’s amount stands at one million two thousand (1,200,000) CFA F. Lest they be rejected, should compulsory be submitted only the originals and copies of the other required administrative documents (valid) certified by either the issuing service or an administrative authority in keeping with the requirements of the special tender regulation. They must date less than three (3) months and valid on the day of the tender disclosure.
Sous peine de rejet de l’offre, les autres pièces administratives requises (en cours de validité) devront être impérativement produites en originaux et en copies certifiées conformes par le service émetteur ou une autorité administrative, datant de moins de trois (03) mois et valide le jour de l’ouverture des plis, conformément aux stipulations du Règlement Particulier de l’Appel d’Offres. Elles devront obligatoirement être en cours de validité conformément à la réglementation en vigueur. Toute offre non conforme aux prescriptions du présent avis et du Dossier d'Appel d'Offres sera déclarée irrecevable. Notamment l'absence de la caution de soumission délivrée par une banque de premier ordre agréée par le Ministère chargé des Finances ou le non-respect des modèles des pièces du Dossier d'Appel d'Offres, entraînera le rejet pur et simple de l'offre sans aucun recours.
Tenders disclosure will be done in one stage on 06/03/2026 at 11.00 Pm (local time) prompt at the meeting Hall of the Regional Delegation of the Far North Region in the presence of the tender applicants. Only them may attend the opening session or have themselves represented by a duly person of their choice (even in case of joint venture) having a sound knowledge of their file.
TENDER EVALUATION CRITERIA
Tender evaluation will be done in three (3) stages:
Ø First stage: Verification of the administrative file regularity.
Ø Second stage: Technical appraisal of the administrative tender attested as regular.
Ø Third stage: Verification of the financial offer of those companies whose the tender files have been previously admitted as far as the technical and administrative stages are concerned.
The tender evaluation criteria are the followings:

a) Absence of the certificate testifying of the site’ supervision.
b) The turnover of at least fifty million (50,000,000) CFA F for the last three (3) years in Building and Public Works sector.
c) Failure to implement a market road than sixty million (50,000,000) CFA Francs
d) Failure to show proof as the main contractor, of road maintenance or renovation’s building site over the last three (3) years.
e) Absence in the technical proposal of a column indicating the organization, planning and understanding of the project.
f) Failure to score at least thirty-six (36) essential criteria over fifty-one (51)
g) Absence of a cement-mixer and some civil engineering vehicles in the required material presentation.
Financial offer
a) Incomplete financial tender
b) Non-compliant file
c) Omission of a quantified unit price from the price schedule
d) Absence of prices sub-detail
ESSENTIAL CRITERIA
Assessment of the technical proposal will be carried out on the basis of fifty-one (51) main criteria shared as follows :
a) Presentation based on four (4) criteria
b) The turnover three (3) criteria
c) Credit line access three (3) criteria
d) Staff experience based on ten (10) criteria
e) The availability of the required equipment based on ten (10) criteria
f) The company’s training personnel based on ten (10) criteria
g) Organization, planning and file presentation on eleven (11) criteria
The Regional Delegate for the Public Contracts of the Far North Region, Contracting Authority grants the contract to the applicant whose file, technically skilled, assessed appealing with the lowest bid deemed to be and substantially in accordance with the tender file.
Applicants will be bound by their tenders for ninety (90) days with effect from the tender-submission deadline.
