Within the framework of the execution of the Public Investment Budget 2025 ofMINEE, the Upper Nkam  Divisional Officer Contracts hereby launches in emergency procedure, on behalf of the Upper Nkam Divisional Delegate of Water and Energy an. Open National Invitation to tender for the Work of  executing the security fence of the Divtsional Delegation of Water And Energy for Upper, West Region. 

The works, which are the subject of this open national invitation to tender shall include: 

- Preparatory works

- Earthworks; 

- Foundation works;

- Elevation of Blocks Works; 

- Coating and Painting Works,

- Metallic works;

- Electricity Works;

- Exterior design and VRD. 

The estimated cost of the works is CF A francs 28 509 000 (Twenty-eight millions five h~ridred and nine  thousand francs). 

This works shall be divided into one (01) lot

Participation in this invitation to tender is open on equal terms to all Cameroonian law firms with  expertise in the field of buildings and public works. 

The works that are the subject of this invitation to tender shall be financed by the Public Investment budget  2025. Imputation: L426760. 

The tender file may be consulted during working hours at the Divisional Delegation of water and  energy for Upper Nkam upon publication of this Invitation to tender.

The Tender Document can be obtained during working hours from the Divisional Delegation of water and  energy for Upper Nkam at Bafang against presentation of a receipt of payment at the public Treasury a non-refundable sum of twenty-five thousand (25 000) CF A francs, representing the cost of acquisition  of the Tender file. 

Each bid drafted in English or in French in SevenG') copies including one (1) original and six (6) copies shall be submitted at the Divisional Office for Upper Nkam, upon publication of this invitation to tender not later than 09/09/2025 at 09 a.m.

The maximum execution deadline provided for by the project owner for the execution of the work subject of this tender is 03 months. The overall execution timeframe indicated above includes the rainy season

Each bidder must provide an act of provisional bid bond, valid for thirty (30) days beyond the  validity date of the offers and will be established by a bank approved by the Minister in charge of Finance,  the list is annexed. The amount of the bond is CF A francs five hundred and seventy thousand one  hundred and eighty (570 180) 

Under pain ofrejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or.an administrative authority (Senior Divisional Officer, Divisional  Officer ... ) in accordance with the Special Conditions of the invitation to tender.

They must not be older than three months preceding the original date of submission of bids (03)  months or must not have been established before the signing of the tender notice.

· Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be  declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance. 

Bids shall be opened in one phase .. The administrative, technical and financial bids shall be opened  09/09/2025 from J 0 a.m. local time by the Divisional Office for Upper Nkam, in the presence of the bidders or their duly- authorized representatives having full knowledge of the file. 

Eliminatory Criteria

The Eliminatory criteria set out the minimum requirements for admission to the next essential 

evaluation criteria. Failure to comply with these criteria lead to rejection of the tender. These include: 

Figure in the list of suspended companies (in accordance whit article 102 of

contracts code); 

Failure of satisfying at least 70% of the criteria during the bid's evaluation;

Omission of a quantified unit price in the financial offer; 

Incomplete Administrative Document;

False declaration, forged or scanned documents and non-regularized after 48 hours. 

14.2 Essential criteria

The essential criteria are those so-called primary key or to judge the technical and financial capacity  of the candidates to perform the Works, subject of the Listing Application.

The main criteria for qualification details of which are.found in Exhibit 12 of this DAO include: 

The presentation of the offer (02 criteria);

Supplier's references (05 criteria)

Experience of supervisory staff (06 criteria);

Material and essential equipment (06 criteria);

Methodology of execution (OS criteria);

Financial capacity of the bidder (01 criteria).

The contracting authority shall awardthe contract to the lowest bidder in compliance with the tender file.
