Within the framework of the 2025 Investment Budget, the Menchum Division hereby launches an Open National Invitation to Tender for the Maintenance and partial taring with triple layer surface dressing of road stretch Waindu – Wainangwen – Zongukwo – Megha – Kesu – Mile 50 (GHS Wum) 10km.
Works to be done consists of:
1- Site installation
2- Mobilisation and demobilisation of equipment
3- Scarification of the exiting road surface and moulding
4- Cut and throw
5- Foundation course in laterite
6- Base course in laterite
7- Priming
8- Triple surface layer dressing
9- Horizontal signalisation
10- Vertical signalisation
11- All other works described in the cost estimates and bill of quantities.
The estimated cost of the works after preliminary studies stands at One hundred and fifty million (150,000,000) Francs CFA all taxes inclusive.
The works are regrouped in a unique lot
Participation in this invitation to tender is opened to all national companies specialized in building construction and public works.
Works which form the subject of this invitation to tender are financed by the MINTP PIBbudget
The tender documents may be consulted during working hours at the Senior Divisional Office, upon publication of the invitation to tender.
The acquisition of the Tender file is subject to the payment of a non-refundable fee ofone hundred and fiftythousand (150,000) Francs CFAintothe DivisionalTreasury. The receipt showing payment of the fee shallbe attached to the bid.

The bidder shall submit 01 original and 06 copies (indicated as such) of the bid in English or French at the Senior Divisional Office against a receipt on or before 27/08/2025at 12 noonprompts. The outer envelope shall bear the inscription:

“TO BE OPENED ONLY AT THE BID OPENING SESSION”.
The maximum deadline provided for by the Delegated Contracting Authority shall be three (03) months from the date of the notification of the service order to start work.
The bid shall be submitted with a bid bond of three million (3,000,000) Francs CFAdelivered by a banking institution recognised by MINFI and COBAC in the form provided in the special tender regulations. The bid bond shall remain valid forninety (90) days after submission of the bids.
For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible
The opening of bids shall be processed in one session and shall take place in the Conference Room ofthe Senior Divisional Office on the 27/AOUT/2025at1pm prompt, local time in the presence of bidders or their representatives.
The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of seventy five percent (75%).
- Absence or non-conformity of an element in the administrative file;
- Deadline for executionmore than that prescribed;
- False declaration or falsified documents;
- Absence or insufficient bid bond;
- Omission in the financial document of quantified price in the bill of quantities
- A bid with the external envelope carrying a sign or mark that can lead to the identification of the bidder.
B: Essential criteria
- General presentation of the tender files;
- References of the company in similar works;
- Quality of the personnel;
- Technical organisation of works;
- Logistics;
- Financial capacity;
- Attestation and report of site visit
- Special Technical Clauses initialled on all the pages;
- Special Administrative Clauses completed and initialled on all the pages;
- Safety measures on the site.
The criteria for the qualification of bidders shall be as follows:
The details of essential criteria are given in the Special TenderRegulation (STR).
This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum from at least 75% of the essential criteria taken in account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 75% of the essential criteria.
Bidders shall remain bound by their bids for a period of 90 days from date of opening of the bids.
