Within the framework of implementing the activities related to the 2025 Presidential Plan for the Reconstruction and Development of the South West and North West Regions allocated to the Establishment, the Director General of SOWEDA hereby launches an Open National Invitation to Tender for the Rehabilitation of Big Nganjo — Metoko ­Dienyi — Bangele road (25km) in Meme, South West Region- By Emergency Procedure.

The works that are subject of the present tender shall be as follows: Site Installation

• Mobilization and Demobilization

> Production of execution plan and asbuilt

»      Bush clearing on the right of way with bulldozer

»      Bulldozing of the right of way

>     Fills from borrowed pits (Laterites or good materials) for the treatment of critical areas

>     Grading and compaction of platform including offshores and ditches

»      Construction of Reinforced Concrete box culverts (1.5 x 1.5 x 7)m dose at 350Kg/m3

>     Construction of raie gates

The estimated cost of the works following prior studies stands at FCFA 200, 000,000 (Two hundred million francs) taxes inclusive as represented below.

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.

The works which form the subject of this invitation to tender shall be financed by the 2025 Budget of the Presidential Plan for Reconstruction and Development for the North West and South West Regions.

lnterested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of General Affairs) during working hours (7.30 a.m. to 3.30 p.m.) Mondays to Fridays.

The file may be obtained from the saine address above, as soon as this notice is published against payment of the sum of 130,000 (one hundred and thirty thousand) francs CFA, payable into the CAS-ARMP Account No 335 988 in any BICEC Bank Brandi.

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of General Affairs) South West — Buea, against a receipt not later than 14/08/2025 at 10.00 a.m. local time in three (03) distinct envelopes which shah be labelled as follows:

-  Envelope A: Administrative Documents; -    Envelope B: Technical Offer; - Envelope C: Financial Offer.

These three (03) envelopes should be put in a fourth one which shah be sealed and labelled imperatively as follows:

The maximum deadline for the execution of the work shall be 6 (Six) months from the date of issue of Service

Order for the commencement of works.

Each bidder shah have to include in his tender a standard bid form indicating costs exclusive of ail taxes and taxes included and work execution deadlines.

Each bidder shah include in their administrative documents a bid*security (in conformity with the model given in the annex) amounting;

Each bid must have a validity of 90 days with effect from the date of bids opening.

The bid bond provided must be in accordante with the Circular Letter No. 000019/LC/MINMAP of 5ⁿ of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.

The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shah lead to the immediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shah be considered as absent. The bid bond presented by a tenderer at the bid opening session shah not be accepted

The bids shah be opened in a single phase. The administrative, technical and financial bids shah be opened on 14/08/2025 at 11.00 a.m., local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board, in the presence of the bidders or their duly authorized representatives.

Absence of a bid bond/CDEC Receipt

·.• Absence or non-conformity of an administrative document within 48hours after bids opening

·       Falsified document or false declaration

·       Failure to comply with 70% essential criteria (70% referring to the qualification threshold of technical bids)

·       Deadline for delivery higher than prescribed

·:• Financial capacity below 50% of the amount of the project;

v Absence of declaration of non-abandonment of a public contract during the last three years;

·       Absence of attestation of site visit and report signed by the SOWEDA Sub-Director for Roads

v Change of quantity or unit of the tender file in the financial bid

·:• Absence of the site Engineer;

v Absence of own or hired minimum equipment

14. Essential Criteria

The following binary mode of evaluation shah be used:

The non-respect of at least three (03) of the above criteria shall lead to the elimination of the bid. Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.

The contract shah be awarded to the bidder with the least financial offer after having qualified administratively and technically.

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
