The Government of the Republic of Cameroon has received funding from the World Bank to finance the Emergency Food Security Response Project ( PULCCA), and intends to use part of this funding to make payments under the Contract relating to the “ acquisition of mobile terminals and provision of a telephone fleet for the benefit of producers ”.
The Emergency Food Security Response Project (PULCCA) is seeking closed bids from eligible and qualified bidders to acquire mobile terminals and provide a telephone fleet for producers .
Specifically, this will involve:
ü To acquire 1,900 high-performance smartphones ;
ü To acquire a telephone fleet;
ü Delivery of smartphones to final beneficiaries;
The beneficiaries are trained and supported in the effective use of said smartphones.
The qualification requirements are:
i. capacity :
Ø The Bidder must demonstrate that it has access to financing such as liquid assets, unused real estate assets, lines of credit other than the possible start-up advance, up to one hundred and twenty-five million (125,000,000) CFA Francs.
ii. Experience
Ø Provide proof of at least one (01) similar supply contract over the last three years (2022 to 2024) for a minimum amount of 150,000,000 FCFA including tax
NB: All supporting documents must be presented (1st and last page of the contract + acceptance report or certificate of service provided, etc.).
iii. Certificate of conformity
Ø Provide a certificate of conformity from the manufacturer of the proposed terminals.
The delivery locations will be the sites indicated in the Tender Documents. The delivery time is forty-five ( 45) days. after the date of notification of the Start-up Service Order.
The award of the Contract will be conducted by National Competition (NC) as defined in the World Bank's "Procurement Regulations for Borrowers Requesting Financing for Investment Projects", November 2020 edition , and open to all eligible bidders as defined in said Regulations.

Interested and eligible Bidders may obtain a complete tender document in French by making a written request to the address mentioned below and against a non-refundable payment of Fifty thousand (50,000) CFA Francs . The method of payment will be: cash payment, check, transfer to BICEC, Central Agency of Yaoundé or to the eleven (11) BICEC agencies, to account No. 33598800001-89 Client name: “CAS-ARMP Special Account”.
Bids must be submitted to the following address below no later than AUGUST, 7,2025 at 1:00 p.m. local time. Electronic submission of bids will not be authorized. Late bids will not be accepted. Bids will be opened publicly in the presence of the Bidders' representatives and any person choosing to be present at the address mentioned below on AUGUST, 7, 2025 at 2:00 p.m. local time.

All offers must include a Bid Guarantee for an amount of three million eight hundred thousand (3,800,000) CFA Francs . The contract is a single lot.
