Within the framework of the Public Investment Budget 2025 THE Mayor of Tinto Council (Contracting Authority) hereby launches an OPEN NATIONAL INVITATION TO TENDER (BY THE EMERGENCY PROCEDURE) FOR THE CONSRUCTION OF CEAC UPPER BANYANG AT NFAINCHANG (PHASE I) TINTO COUNCIL AREA, MANYU DIVISION SOUTH WEST REGION

The works comprise notably:

LOT 100: PREPARATORY WORKS AND STUDIES

LOT 200: EARTH WORK

LOT 300: FOUNDATION

LOT 400: ELEVATION WORKS

LOT 500: CARPENTARY WORKS

LOT 600: METAL/VVOODEN JOINERY WORKS

LOT 700: SANITARY FITTINGAND PLUMBING WORKS

LOT 800: ELECTRICAL WORKS

LOT 900: PAINTING WORKS

LOT 1000: TILES WORKS

LOT 1100: LANDSCAPING (VDR)

The total estimated cost of the works of this project after prelim million (23 000 000) FCFA as programmed in the 2025 Budg

The works shall not be divided into lots

Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities

Works which form the subject of this invitation to tender shail be financed by PIB 2025, BUDGET HEAD: 59 30 186 04 641910 464211 921

NB/ Each bidder is entitled to not more than two (2) bids

Each bid drafted in English or French in Six (06) copies including the original and five (05) copies marked as such, should reach room 03of Tinto Council not later than;:;/:,172025 at 9 am. local time and should carry the inscription:

Envelop A: administrative documents.

-        Envelop B: technical offer.

-        Envelop C: financial offer.

These three (03) envelops will be put in a fourth one which shah be labelled imperatively as follows:

The maximum deadline provided for the execution of the works forming this First Phase of the project subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, and of an amount for the total project of four hundred and sixty thousand (460 000) FCFA which is valid for Ninety (90) days beyond the date of validity of bids.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional eelitiust imperatively be

They must obligatorily be not aider than three (3) months submission of
bids or may be established after the signature of the tender

The bids shall be opened in a single phase. The opening of administrative documents, the technical and financial bids on te./i/2025 at 10 noon prompt local time by the Tinto Council Internai Tenders Board situated at the Conference Hall of the Tinto Council Chambers.

Only bidders may attend or be represented by a duly mandated person.

They are especially:

>      They lack bid security.

     The Non respect of Article (92) sub 9 of the Public Contracts code.

>      Bid not registered in bidders' register

Ø False declaration or forged documents; > The bids are not in conformity with the Tender File.

D     Technical characteristics which are not in conformity with those specified in the special Technical conditions.

D     The technical offer must have at least (70%);

D     They rack one-unit price; > Nonconformity bid proper.

D     A Bid with the external envelope carrying a sign or mark leading to the identification of the bidder.

>      Two bids with the same personnel

§ Contractors with abandoned projects with no justification.

ii.      Essentiel criteria

The criteria relating to the qualification of bidders could indicatively be on the following:

The non-respect of two (02) criteria shall cause the elimination of the offer

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
