6. Funding

8. Consultation of tender file:
The file may be consulted during working hours (7:30 am — 3:30 pm) at the Mamfe Council Contracts Office, Tel: 675181097/653275668/679594652, ARMP Buea, MINMAP Manyu as soon as this notice is published.
8. Acquisition of tender file:
The file may be obtained from the Mamfe Council Contracts Office, as soon as this notice is published against payment of a non-refundable sum of 20 000 FCFA for the tender to the Mamfe Municipal Treasury with an acknowledgement receipt thereof.
8. Submission of bids:
Each bid drafted in English or French in six (06) copies including the original and five (05) copies marked as such, should reach the Mamfe Council Contracts Office on 25/04/2025 at 10.00 am local time and labelled.
- Envelope A: Administrative bid;
- Envelope B: Technical bid;
- Envelope C: Financial bid.
NB: These three (03) envelopes shall be put in the fourth envelope and shall be the only one to have the
label mentioned below

6. Bid bond
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment or an accredited Insurance company approved by the Ministry in charge of finance and whose
document N° 10 of the Tender File, of an amount of 400 000 FCFA and valid for thi
list is found in docurty (30) days beyond the date of validity of bids.
The bid bond should be provided in accordante with the Circular Letter N° 000019 5th June 2024 relating to the tnodalities of constitution, deposit, conservation, restitutio bond on public contracts. This bid bond should be authenticated by a certificate issue
11. Admissibility of bids
Under pain of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the Special Conditions of the Invitation to tender. They must not be older than three (03) months.
Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank or a fully accredited Insurance company by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.
11. Opening of bids:
The bids shall be opened in a single (01) phase on 25/04/2025 at 11.00 am local time by the Mamfe Council Internai Tenders Board in the Conference Hall, located at Mamfe Council premises. Only bidders may attend or their duly accredited representatives with Power of Attorney
11. Evaluation criteria
i. Main Eliminatory Criteria
A bid shall be rejected if:
It lacks a bid bond in the Administrative bid, in accordance with the rules and regulations in force;
The technical score is less than the minimum required;
It has any fake or forged document;
Absence of quantified unit price.

- Absence of any sub details of prices; - It carnes any false information.
- Enterprise has any abandoned projects within the Division in the last three years.
ii.. Main Qualification criteria
The criteria for qualification of candidates should be on the following:
e• Access to credit or other financial sources (10 million francs at least): Yes / No
References of similar jobs: Yes / No
Availability of material and essential equipment : Yes / No
Experience of supervisory staff: Yes / No
v Methodology Yes/No
4- Turnover as in business license above or equal to 20 million francs CFA; Yes/No
Non-respect of two (02) of the above criteria shall entail rejection of the bid.
NB: the marking scale for bids by award of pointsris banned in favour of the binary method (Yes or No).
14. Award
The jobbing order shall be awarded to the contracter fulfilling the best technical and financial conditions

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
