Within the Framework of the 2025 Public Investrnent Budget, the Mayor of Limbe II Council on launches an Open National Invitation to Tender by Emergcncy Proccdure FOR TIIE CONSTRUCTION OF A LOCK UP STORE AT KARATER IN LIMBE II

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications. (Document V)

The estimated costs aller preliminary study is 82 000 000 (Eighty two million) FCFA

The tender is open to duly legalizcd Cameroonian enterpriscs that fulfill the requirements of this invitation to tender

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2025 financial year;

Interested eligible bidders may obtain further information during working hours (7:30am to 3:30pm) as from the date of publication of this tender notice, at Limbe H Council.

The Tender file may be obtained from the office of the Mayor of Limbe II Council as soon as this notice is published upon presentation of a trcasury receipt attesting to the payment of a non-refundable fee of Seventy five thousand Francs (75 000 FCFA), payable at the Municipal Treasury Limbe II council

Each bid drafled in English or French in seven (07) copies (including the original and six (06) copies marked, as such),^,,„should reach the office of the Mayor of Limbe H Council not later than    27 MARS 2025  at 09 am and should carry the inscription:Envelope A : Administrative Document:

The maximum period provided for the execution of the works is fixed at three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File1 640 000 (One million six hundred ind fora^- thousand) FCFA.

NB: It is set at 2 % of the estitnated anrount. all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened.

12. The bids shall be opened in a single (01) phase on 27 M^ARS at 10.00am local time by the Limbe II Coucil Internat Tenders Board in the conference hall, located at the Limbe ll Council building. Only bidders may attend or their duly accredited representatives with Power of Attorney.

15.2: MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

1-      Turnover at least: 40 000 000 FCFA                                                                  Yes / No

2-      Attestation of Solvency from a recognized bank not less than 40 000 000 FCFA Yes / No

3-      Enterprise's references                                                                                      Yes / No

4-      Methodology                                                                                                  Yes / No

5-      Availability of material and essential equipment                                                  Yes / No

6-      Experience of supervisory staff                                                                         Yes / No

NB: Non-respect of two (02) of the Qualification criteria shah entai! rejection of the bid. The marking scale for offers by scoring ofpo bits is banned in favor of the binary method (Yes or No). The 'nimber of yes points shah be converted roto percentages and only bids with technical score above 70% shah go through financial evaluation

The Contract shah be awarded to the lowest bidder fulfilling the best technical and financial conditions

Bidders shah be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
