The Mayor of Ayos Council, Project Owner, hereby issues on behalf of the State of Cameroon, an Open National Call for Tenders for the execution of above works.
1. Purpose of the Call for Tenders:
As part of the implementation of the Ayos Council Budget for the financial year 2025 et seq., the Mayor of Ayos Council, Project Owner, hereby issues an Open National Call for Tenders for the execution of development works on certain spaces and shops in the Ayos market.
These works shall include the following tasks, inter alia:
• Preparatory works and studies;
• Masonry and elevations;
• Metalwork and joinery;
• Painting;
• Electricity;
• Various and roads and various networks.
The works shall be tendered for in a single (1) lot as follows:

Participation in this Call for Tenders shall be opened on equal conditions to all contractors or joint-ventures of the building and public works sector governed by Cameroon law.
Works under this Call for Tenders shall be financed by the Budget of Ayos Council, Financial year 2025 et seq..
The Tender Documents may be consulted at the Ayos Council’s Public Contracts Service.
Tenders Documents may be obtained at the Ayos Council’s Public Contracts Service, upon presentation of the receipt of payment of a non-refundable fee of fifty thousand (50,000) CFAF to the Ayos Council’s Revenue Office.
The said receipt must identify the payer as the representative of the contractor willing to participate in the Call for Tenders.
10. Presentation of Tenders:
Tender constituent documents shall be presented in the following three volumes enclosed in a simple envelope:
Envelope A containing Administrative Documents (Volume 1);
Envelope B containing the Technical Offer (Volume 2);
Envelope C containing the Financial Offer (Volume 3).
All constituent documents (envelopes A, B and C) shall be enclosed in a bigger sealed envelope bearing only the subject of the Call for Tenders.
The different documents of each offer shall be numbered in the order indicated in Tender Documents and separated by dividers of same colour other than white.
Le mode de soumission retenu pour cette consultation est le mode « hors ligne ».
Ainsi, chaque offre, rédigée en français ou en anglais et en sept (07) exemplaires dont un (01) original et six (06) copies marquées comme tels, devra parvenir sous plis fermés, au Service des Marchés Publics de la Commune d’Ayos, au plus tard le 25/06/2025 à 11 heures
The overall execution time frame shall be six (6) months, with effect from the date of notification of the start-up service order.
Les offres devront être accompagnées, d’un cautionnement provisoire (garantie de soumission) d'un délai de validité de 120 jours à compter de la date initiale de remise des offres, établi selon le modèle indiqué dans le Dossier d’Appel d’Offres et délivré par une banque ou une compagnie d’assurance agréée et habilitée par le Ministre en charge des Finances pour délivrer les cautions dans le cadre des Marchés Publics. Le montant en FCFA de ladite garantie est mentionné dans le tableau ci-après :

Tenders received after the submission deadline and those not respecting the separation mode of financial offers from administrative documents and technical proposals shall be rejected.
Tenderers shall submit only the originals or certified true copies of the relevant administrative documents, certified by the issuing service, in accordance with the requirements of the Special Tenders Regulation, otherwise they will be rejected.
These administrative documents shall be valid for three (3) months and the validity deadline shall not expire before the Call for Tenders launching date.
L’ouverture des offres aura lieu le 25/06/2025 dès 12 heures précises dans la salle des actes de la Mairie d’Ayos.
Ces modifications sont à prendre en compte dans tout le reste du DAO.
Eliminatory Criteria:
a) Absence of the bid bond at the opening session or presentation at the opening session of a bid bond unrelated to the consultation;
b) Absence at the opening session, of consignment receipt of the bid bond issued by the CDEC or presentation at the opening session of a consignment receipt unrelated to the consultation;
c) Absence, 48 hours after the opening session, of one of the documents in the administrative file, except the bid bond;
d) Non-compliance, 48 hours after the opening session, of at least one of the documents in the administrative file, except the bid bond;
e) False declaration, forged or unauthentic documents;
f) Incomplete technical file due to the absence or non-compliance of any of the following:
The attestation of site visit, which shall be dated, signed and stamped by the Mayor of Ayos Council;
A note on organisation and methodology;
A financing capacity or available credit line of at least fourteen million (14,000,000) CFAF.
g) Incomplete financial file due to the absence or non-compliance of one the following required documents:
A signed stamped bid;
The Unit Price Schedule (UPS);
The Bill of Quantities (BOQ);
The breakdown of unit prices.
h) Absence of a quantified unit price in UPS, BOQ and the breakdown of unit prices;
i) Failure to have obtained at least a total of 8 out of 11 essential criteria.
Essential criteria:
The technical proposals shall be evaluated out of based 11 essential criteria following:
a) Proposed supervisory staff out of 8 criteria;
b) Equipment to be mobilised out of 2 criteria;
c) Contractor’s references on 1 criterion.
The contract shall be awarded to the lowest bidder who meets the relevant financial, technical and administrative requirements.
Tenderers shall be bound by their tenders for a period of ninety (90) days, with effect from the tender submission deadline.
